How to play

How to play Twilight Imperium, in brief

Twilight Imperium is a long space strategy game: you lead a galactic faction and trade, fight, vote and make deals on the way to 10 victory points. Plan on 4 hours or more.

  1. Choose a strategyEach round, everyone first takes a strategy card. Its number sets turn order, and its ability is yours that round.
  2. Take actionsIn turn order, take one action at a time: spend a command token to activate a system, then move ships in, fight and invade; use your strategy card; or use a card’s ability. Repeat until all pass.
  3. Score in the status phaseScore objectives, reveal a new public one, and regain command tokens.
  4. Vote on agendasOnce someone takes the custodians token from Mecatol Rex, the center planet, each round ends with votes on two agendas that change the rules. First to 10 points wins.
Where the points come from

Objectives, one status phase at a time.

Your control token on the victory point track always shows your score. Each objective card prints its value, and the card lists for the base game and Prophecy of Kings put stage I public objectives at 1, stage II at 2 and secret objectives at 1. Any number of players can score the same public objective, but each of you scores it only once.

  1. Score in the status phaseIn initiative order, each player may score up to 1 public and 1 secret objective. A few cards score in the action or agenda phase instead.
  2. Hold your home systemYou cannot score any public objective unless you control every planet in your home system.
  3. Reveal one moreThe speaker turns up a new public objective each status phase, all stage I before any stage II.
  4. Stop at 10The game ends the instant anyone reaches 10 (14 on the long side of the track). If several would reach it at once, the earliest in initiative order wins.
  5. Or run out of objectivesIf the speaker must reveal one and all ten are already up, the game ends. Most points wins, and a tie goes to the earliest in initiative order.
The winning point, added up

Jonas scores first and ends it on 10.

The status phase of round 6, three players. Jonas is first in initiative order and starts the phase on 9; he scores a stage I objective he has just met. That ends the game on the spot, before You and Sam get to score. This is the game on the Scorepad above.

FFG’s rules say only that each objective prints its value; the 1, 2 and 1 here come from card lists of the base game and Prophecy of Kings, so check your cards. Prophecy of Kings suggests the 14-point side for its large six-player galaxy, and adds relics that can move points.
